[UniQuaria] unidentified fish
Sounds like one of the african mormyrids. They are related to elephant nose and “baby whales”. Here is a link about african cichlids with a picture of a “dolphin” about midway into the article. http://images.google.com/imgres?imgurl=http://aqualandpetsplus.com/Cichli524.jpg&imgrefurl=http://aqualandpetsplus.com/Cichlid,%2520African%2520IV.htm&h=157&w=384&sz=11&hl=en&start=4&tbnid=FCPm-pwsyTGmxM:&tbnh=50&tbnw=123&prev=/images%3Fq%3Dafrican%2Bmormyrids%26gbv%3D2%26hl%3Den
They eat small crustaceans, worms etc. They really tend to feed at night. You could try some live blackworms a few minutes after you turn the lights out. As far as the electric thing goes, this is patially true. They use an electro field more for communication with others of their species. Cool fish, can be hard to keep. Your observation about the scales is spot on. Watch what medications you use with him in the tank. Good Luck…… Lonny
