Of the fish in this list, the size does not vary more than 2 inches, so, all of them could be said to be small, and stay small. Taking the largest of these that are commonly available, and know knowing what you have for tetras, I still stand by my assessment that adding either of the fish you wish will be overstocking the tank. Neon tetras do better in groups of 5 or more, so you might want to consider adding a few more neons instead.
