Beverly, it sounds to me like your ballast has been possibly damaged by a power surge. Compact Fluorescents don’t use starters so there’s nothing more to the whole fixture than a switch, ballast and bulbs. Do try to mount perhaps an old bulb you may have to make sure the bulb is not at fault, it would be quite a coincidence to have the bulb fail at the same time the storm came. Usually the ballast is effected first in such a scenario.
You can replace the ballast relatively easily as long as you have some experience with electrical wiring. You can call Coralife and see if they sell replacement ballasts or you can buy a third party ballast depending on how many bulbs the fixture runs and how many individual ballasts are in the fixture. Some for example have two independent circuits with two switches, each switch operating a pair of bulbs.
