If you can answer that question completely, then you will know not only why, but what you need to add. A 60 gal “pond” with the right plants and only two small fish doesn’t need anything. Just do not overfeed!!!
A small pump to aerate is the next addition.
You shouldn’t need a filter other than something to screen out the crap so that the pump doesn’t clog.
Remember that the success of this pond will depend on appropriate partial water changes. The new water should be the same temperature and pre-dechlorinated. I would suggest a 5 gal bucket filled and treated (dechlor) and left overnight next to the pond to let it get to the same temperature. And I do hope that it is not in the sun. It is too small for full sun.

The only question I would ask is …. is this pond water totally separate from the main pond? As long as the two ponds do not co-mingle water, what Bill said is absolutely correct. Just watch the water quality. New stressed fish need really good water. Sue
