Dying Fish, Cycled Tank, Red Gills?

Since the Pythons came up, I have a question for those of you who use them. I considered one years ago when I had a 125g tank to take care of, but I had one question that remains . How do you make sure the water is conditioned before it goes in the tank? I don’t want to pump chlorinated water into the tank and hurt my fish, inverts and/or plants. I haven’t ever seen one of these things at work, so I have no idea how they actually work, thus my probably stupid question. So if anyone can enlighten me or knows a website that shows one of these in action, I’d much appreciate it. :-)
