It can if there were lots of parasites on the tail but it could also be a secondary infection causing fin rot. When fish get stressed, such as during an Ich outbreak and the subsequent treatment(s), their immune system falters which can allow other problems to develop that the fish might normally have been able to fight off on it’s own.
You should start by doing frequent 25% PWC’s (daily if necessary) & gravel vacuuming and at least weekly filter maintenance to improve overall water quality. Add and maintain salt at the level of 0.1% (1 teaspoon per gallon… including on any water replaced with the frequent PWC’s). If you don’t see improvement within a week, you may need to go with a stronger medicine like an antibiotic. If you have MelaFix on hand, you could also treat the water with it instead of the salt as the initial treatment. Salt can be regular table salt, preferably plain and no preservatives but if you only have iodized with preservatives, that will also work for short term treatment purposes.
