Yes, but it’s easier just to run the new filter on the old tank (along with the old tank existing filter) for 2 weeks in advance of setting up tank #3.
As long as the fishload of tank #3 is equivalent to tank #2 then you will have no cycle.
Same goes for the transition from 5G to 29G. If your fishload is the same and you transferred all the bacteria (filter, gravel), then you should have no cycle.
