If there’s no line, then I would lower the heater to have the water up to right below where the glass tube goes into the plastic control housing. This would solve the issue of making sure the heater is under water enough while also being sure that it does not leak into the unit should it not be a submersible heater. It probably is submersible but until you can find an identical model online or at your local stores, it would be better to be safe than sorry.
