Always rinse any plastic items that you want to use for transport with water only. Yes, you can move a tank with a small amount of water, etc. Have done it many times in the past. Putting fish in plastic bags is perfectly safe. Look at the bags that pet shops use. I worked at one and have transported fish this way. You just need to capture air before sealing and moving.
