First, a brackish water tank will naturally have a higher pH than your other tanks simply by the nature of the water. You do not say how you are making the water brackish, the specific gravity of the water in your brackish tank is OK. You should use a good quality marine salt, as you are doing, and vary the specific gravity a little bit both up and down since many fish experience changes in the wild of the salinity of the water, either by moving their location from place to place, or simply by having a higher influx of freshwater into their environment, such as may be produced by rainfall, or an increase in the flow of freshwater coming into the area, or a reduction in the amount of freshwater available to moderate the salinity.
What are your baseline pH values of your water from the tap? Take a sample as you would be doing a water change, and measure the pH. Let the water sit and measure again at 24 and 48 hours. This will give you a baseline pH, and the measurement after 48 hours should be close to what you see in your freshwater tanks.
I do not know what your water company is adding to the water. You need to get a copy of the yearly report that is issued by them on the water. Look on their web site for a copy. Water chemistry is very complex. Water has natural buffers which maintain a certain pH level. Modifying those buffers can lead to unwanted results, so you do need to be careful when modifying them, especially trying to reduce the pH. Water companies will buffer the water to increase the pH to help save their pips, but this effect is only temporary. Agitating the water, as you mention with a high water flow, or by other methods, will speed the dissipation of the chemicals used, but even letting the water sit will lead to the same result.
Brine shrimp are easy to hatch, and you might want to consider trying it, maybe one batch a week for all your tanks–a small amount of eggs makes a large number of baby brine shrimp, and all your fish would enjoy the treat. There are innumerable articles on the web describing how to hatch brine shrimp.
