The best thing to use for shims would be pieces of hardwood shaped in wedges. Some roofing shingles could also be used if the gap needing to be filled was large enough. If you go to a hardware or big box home improvement store, they actually sell packages of shims in the windows and doors section. The wooden shims are softer but they make a composite shim out of a plastic material that is pretty rigid. Once you start pushing the point of the shim under the item, you can then tap on it until it’s tight and then just bend it to break off the excess. Then use a box cutter or drywall knife to trim any excess. See my previous posts for more info about running stringers or dowels under the gap created in the middle of the base if you only put shims under one end.
