Well.. it sounds like you may need a mallet (or maybe even a sledge hammer) to do them V-8 smacks on his forehead. Print out my long initial reply explaining about proper tank sizes and water volumes needed for the various fish and make him read it and follow it. I know you have the power of persuasion! 
BTW… I thought that saying was, “Women… can’t live with ‘em and can’t kill ‘em” … unless you’re O.J. or Beretta or Ted Kennedy… which I started adding to the saying a while back. LOL
