You absolutely have to vacuum the gravel/bottom of a tank or the detritus will become home to bad bacteria which will eventually cause harm to your fish. For that small of a tank, you could just use a piece of water-safe hose as the siphon vacuum so it shouldn’t cost more than a couple of dollars.
